Gold existed during the building of the village, its how they traded. The major problem is currency exchange rates and other financial transactions. This holds true in current economic conditions. USA currency is not stronger than Kuwaiti dinar. No one is stupid enough to give away free money thus disagreeing happens. Rimuru blindly accepting many currencies has landed him into trouble with merchants who rather go towards countrys with their accepted rates than the IOU/gold market. Plus rich and common class groups would become involved with the market thus making a bigger mess. All leading to the country being unreliable, unregulated and poor by the world’s standards.

Not quite. The issue drags on until the end of the festival and gets brought up every now and then. You probably have the order of events mixed up and forgot some of the early parts of this sub-plot because they are obviously much less memorable than the end of it.

実際にはマリアベル本人じゃなくて、彼女の下で働いている貴族がやっているんだ。その男の名前は確かミューゼ公爵だったかな、彼の目的はテンペストを困らせて、最後の瞬間に「救助者」として現れることでテンペストに恩を売り、マリアベルがテンペストと「共栄圏」に対して影響力を持てるようにすること。でも残念なことに、その共栄圏が公式の金貨を素早く交換するのを助けて問題をタイムリーに解決し、その後の反撃がシーズンのハイライトになるんだ。

It’s actually not Mariabel herself, but rather a noble working under her who is doing that.
It’s a guy called Duke Muze or something like that and his goal is to put Tempest in distress and then come as a “rescuer” at the last moment so that Tempest owes him so that Mariabel can have some leverage over them and the “co-prosperity-sphere”. But too bad for them it’s that very co-prosperity sphere that helps quickly exchanging enough official gold coins to resolve the issue just in time, and then the counter-move happens, which is probably the highlight of the season.
